payroll_standard_yyy1Carval Computing Limited’s Uniwage Payroll Software has once again achieved recognition under HMRC’s Payroll Standard and Pensioner Payroll Standard accreditation schemes.

April 2012 sees a sad farewell to The Payroll Standard, which has traditionally helped employers to identify payroll software products or services that have been tested by HMRC and proved to have the essential features necessary to calculate PAYE, NICs and Statutory Payments and to perform a range of other payroll functions. HMRC has taken the decision to replace the current Payroll Standard accreditation with an alternative ‘PAYE Recognition’ scheme which it hopes will provide the flexibility to work with a broader range of payroll software developers. Like the accreditation schemes before it, the new scheme will also give employers some assurance about the values being calculated for tax, National Insurance contributions and statutory payments. From 2012 changes to pensions law will affect every employer in the UK. Quite possibly the largest single change will be the requirement for employers to automatically enrol eligible workers into a pension scheme - an adminstrative challenge for each and every HR and Payroll department in the UK.

Carval HR Unity software users benefitted from a thought-provoking and highly informative session on this topic at our National User Group Meeting in November, presented by Helen Hargreaves, Senior Policy and Research Officer for the CIPP. They learnt that while only the very largest employers will be legally obliged to offer auto-enrolment from October 2012, all will be expected to do so in the not too distant future (medium-sized businesses have been re-allocated implementation times for auto-enrolment between 1 April 2014 and 1 April 2015. Small ones will follow suit between 1 June 2015 and 1 April 2017.)

Breaking the rules is a criminal offence carrying a jail sentence of up to 2 years so it is vitally important to start planning now! Carval certainly has and the tools to help our clients manage this process are in our next release.

How can software help you?
A good HR software solution can help you keep on top of your responsibilities in a number of ways:

* by ensuring you don’t miss key review and action dates by using rules-based workflow to trigger processes and reminders;
* by automating administrative processes and employee communication to minimise admistrative effort; and
* by maintaining a solid and easily accessible record of all communication - this will provide the evidence you will need should your procedures ever be called into question.

When do the changes come into affect?
Exactly when you will need to be ready for auto-enrolment is dictated largely by the number of people you have in your PAYE scheme - the Pension Regulator should contact you 6 to 12 months beforehand to advise you.

Who counts as eligible?
It is important to bear in mind that your auto-enrolment commitments may not be just applicable to your employees but to any eligible jobholder that has a contract of employment with you: that could include agency workers, office-holders, irregular workers, volunteers and secondees to name but a few.

As a general rule, if you have to pay the national minimum wage to someone, or they are working under an apprenticeship, they are a worker. Workers you will need to automatically enrol are known as ‘eligible jobholders’. These are workers who:
* earn more than the minimum earnings threshold;
* are aged between 22 and state pension age; and
* work in the UK.

What will you have to do?
You will have to automatically enrol your eligible jobholders into a qualifying pension scheme and make an employer contribution towards it. The main things you must do are:

* provide a qualifying scheme for your workers;
* automatically enrol all eligible jobholders into the scheme;
* pay employer contributions for eligible jobholders to the scheme;
* tell all eligible jobholders that they have been automatically enrolled and they have the right to opt out if they want to do so;
* automatically enrol workers who have previously opted-out every 3 years;
* regularly reassess workers eligibility;
* register with the Pension regulator and give them details of your qualifying scheme and the number of people that you have automatically enrolled.

What contributions will you have to make?
You must contribute at least 3% of your worker’s earnings, although you can choose to pay more if you wish. The worker will be responsible for paying the rest. They will get tax relief on their contribution and the total combined contribution will be a minimum of 8%.
